ADVERTISEMENT FOR BIDS
Sealed Bids for the 250,000 gallon Ground Water
Tank will be received by Scotland County, North Carolina, at the Scotland
County Administration Building, 507 W. Covington Street, Laurinburg, NC 28352,
on or before, but no later than 2:00 p.m.
local time on Monday, July 9, 2018 at which time the Bids received will be
opened. The
name and address and license number of the bidder must be plainly marked on the
outside of the envelope.
Furnishing of all labor, materials, tools and equipment
for a 250,000 gallon Ground Water Tank to serve Edwards Wood Products. Overall scope will consist of construction
of new Ground Water Tank including an engineered foundation design, ring wall
/ shallow type, with stamp will be required.
The Owner will supply a copy of the soils test for use, and additional
soils testing will also be required.
The site will be open and easily accessible by trailer truck and crane
with no overhead obstructions or adjacent structures that might be affected
by overspray from painting or insulation.
An adequate lay down area will be supplied adjacent to the foundation
site. The Owner will maintain access
and dewater the site. The Contractor’s
scope of work is to end at the first outside flange. The proposal will not include any
electrical or mechanical systems or the wiring thereof, any valves, level
controls or alarms, or lightening protection.

All project-related questions are to be submitted
to the County in writing and may be sent via e-mail to kpatterson@scotlandcounty.org. No questions are to be directed to the Scotland County staff or personnel.
All bidders must follow the Guidelines for
Recruitment and Selection of Minority Business for Participation in
Construction Contracts as Revised November 1, 2002.
All bidders must include with their bids an
Affidavit (1) attesting to the Contractor’s compliance with E-Verify (or, if
the Contractor employs less than 25 employees in this state, attesting to that
fact), and (2) attesting to the Contractor’s subcontractors’ compliance with
E-Verify (or, if any subcontractors employ less than 25 employees in this
state, attesting to that fact).
Bids will be received for
a single prime Contract. Bids shall be
on a lump sum basis per the attached detailed specifications.

The Owner will award a contract to the lowest responsive Bidder in

reject the Proposal of any Bidder submitting a proposal which is not responsive
to the bid document or the proposal of any Bidder which is found not
responsible to carry out the scope and intent of the bid document.
The Owner reserves the right to reject any Proposal for failure to
comply with all requirements of this notice; however, he may waive any minor
defects or informalities at his discretion.
The Owner further reserves the right to reject any and all Proposals, or
to award the Contract that is in his best interest.

ONE 250,000 gallon GST fabricated, delivered, unloaded, erected and painted on a foundation in LAURINBURG, NC. The tank
is to be fabricated of A-36 carbon steel with 1/4 inch lap welded floor
and1/
4 inchminimum butt welded
shell with 3/ 16
single lap
welded roof
with center column & rafter roof design. The tank is to be sandblasted and primed completely in the SHOP per SSPC. The interior surfaces are
to receive a coating of EPOXY paint per
AWWA interior system #1. The exterior surfaces, not
to include
the underside of the floor, are to receive a coating of ALKYD ENAMEL paint per AWWA outside system #1 (PRIMER ONLY
IF INSULATED). The tank is designed with
1.474' of Free Board in the shell
per SUG (seismic
use group} 3 and for site soil class
D with 100 mph wind load and 25 lb snow load.
